Above a threshold you set, an action waits for two distinct signatures. An agent can never approve its own action, and a first signature does not resume the run: it takes the second.

Every decision signed, every signature chained.
Every approval is attested with Ed25519 and linked to the one before. Change or remove a line and the chain breaks — and verification says so.

Exact figures from your spreadsheets
